Chatham County, Georgia – Indictment of Gang Members

Three members of the “Rock Out Gang” (ROG), a hybrid criminal street gang, have been indicted in Chatham County on multiple serious charges, including aggravated assault, armed robbery, hijacking a motor vehicle, violation of the Street Gang Terrorism and Prevention Act, financial transaction card theft, and various weapons offenses. The announcement was made by Attorney General Chris Carr.

Details of the Charges

The indictment names the defendants as Treyvon Howard, 18, also known as “Spinzz” from Garden City; Rashine Edwards, 20, referred to as “Frost” or “Babyfrost” from Pooler; and Jakarie Cowell, 18, called “JC” from Savannah. The charges stem from two violent incidents that occurred in August 2024. On August 8, an 18-year-old male was assaulted at the Frazier Homes Apartment Complex, and on August 10, a 44-year-old male was both robbed and carjacked at Oglethorpe Mall.

Background on the Rock Out Gang

The Rock Out Gang originated in Savannah, Georgia, and has affiliations with the Rollin’ 60s Crips. The Savannah Police Department conducted the investigation in coordination with the Gang Prosecution Unit, which was established in July 2022 to address gang-related violence and organized crime. The unit has since achieved over 80 convictions across the state, reflecting the state’s intensified efforts to combat gang activity.

State’s Commitment Against Gang Crime

Attorney General Carr reiterated the state’s unwavering commitment to fighting gang-related violence in Georgia. According to local officials, the Gang Prosecution Unit is based in Atlanta and has a presence in various regions, including Albany, Augusta, Columbus, Macon, and Southeast Georgia. Support from Governor Brian Kemp and the General Assembly has allocated over $268,000 to the unit for expansion, particularly in the Savannah area within the fiscal year 2026 budget.

House Speaker Jon Burns praised the Gang Prosecution Unit for its significant role in addressing organized crime, while State Representative Jesse Petrea stressed the crucial need for measures to handle gang violence specifically in Savannah.

Legal Proceedings

The Chatham County Grand Jury presented the evidence on April 16, 2025, leading to the indictments of Howard, Edwards, and Cowell. It is important to note that these indictments contain allegations, and all defendants are presumed innocent until proven guilty in a court of law.
