The meeting will be held at the MPC office, located at 112 East State St. in the Arthur Mendonsa Hearing Room. All interested parties are welcomed to attend, and the meeting will also be broadcasted live on YouTube as well as the county’s TV channel.

A primary focus of the meeting is a proposed amendment concerning a development project at 1025 West Gwinnett St., which encompasses 22.97 acres adjacent to the Enmark Arena. The property’s owner, Emanuel Neuman, is represented by Joshua Yellin from Hunter Maclean and is seeking approval for a minor update to the existing General Master Plan to facilitate the inclusion of additional residential uses.

The proposed amendment aims to incorporate the NewZO Residential Multifamily-2 (RMF-2) standards, allowing for a diverse range of housing variables including single-family attached units, two-family dwellings, three- and four-family dwellings, townhouses, and apartments. Currently, the existing master plan only permits the construction of apartments. This change could significantly expand the residential options available in the area.

During the preparation for the meeting, a conceptual General Development Plan was presented to the MPC staff, detailing potential layouts for new single-family attached homes on the site. The MPC staff is recommending that the development be consistent with similar use types and configurations seen in the vicinity, promoting a cohesive community structure.

Historically, prior to 2006, there were intentions for the city to acquire the property for park-related uses; however, changes in zoning regulations and master plan approvals have altered its developmental trajectory. This newly proposed amendment reflects an adaptation of the city’s plans to current housing needs.

Additionally, the MPC will also consider a proposal for a Future Land Use Map (FLUM) Amendment by Eugene Street Investments, LLC, for a site located at 1800 E. 63rd St. This project, named Camellia Trail, involves consolidating three parcels into nine lots designated for the construction of nine homes, with each lot surpassing the minimum area requirement for RSF-6 zoning.

The Camellia Trail project is designed to include essential infrastructure upgrades, such as sidewalks, stormwater management systems, and utility extensions, to meet city standard requirements. This move is indicative of the community’s efforts to blend residential development with necessary urban infrastructure.

A public hearing is also on the agenda regarding an earlier proposal concerning the 36 parcels on Dawes Ave., although a request for a FLUM Amendment related to this matter has been withdrawn from today’s discussions. Those who wish to engage in the public hearings or discussions must sign in and submit a blue speaker card to indicate their interest in speaking. The Chairman may impose time limits on individual comments to allow all participants the opportunity to share their perspectives.
